Rationale: The GLOBE administration is charged by the GLOBE Board of Directors with the responsibility for personnel performance evaluation.
Replacement Plan: GLOBE Charter School has adopted the i-observation system from Robert Marzano to stay in compliance with all laws and regulations. The evaluation system will continue to meet the intent of the law as outlined by the statute.

C.R.S. Local board duties concerning competitive bidding
Rationale: GLOBE Charter School requires that the Administration use due diligence in making purchasing decisions within the confines of the adopted annual budget. In addition, purchasing decisions in excess of $2500.00 requires Board approval.
Replacement Plan: GLOBE Charter School, in its By-Laws and administrative policies, sets strict limits on purchases and leases. No purchase greater than $2500 and no lease longer than one year can be made without Board approval. In addition, purchases of items not included in the annual budget must be approved by the Board.

Rationale: GLOBE Charter School will be responsible for its own personnel matters, including: employing its own staff, adopting its own terms and conditions of employment, policies, rules and regulations. All training is provided and decided on by GLOBE Charter School.
Replacement Plan: GLOBE Charter School will be responsible for these matters instead of Colorado Springs District 11. We use "at will" teacher agreements that specify the terms of employment and maintain an Employee Manual.

Rationale: GLOBE Charter School offers a longer school day than Colorado School District 11. However, the regular calendar of GLOBE Charter School is closely aligned to the Colorado Springs District 1 1 vacation and holiday calendar.
Replacement Plan: GLOBE Charter School adds a /2 hour to each school day to accommodate its five specials classes and other additional academic activities.

Rationale: GLOBE Charter School will determine the number of teacher-pupil contact hours to best meet the needs of their students. The local school board will not set these policies.
Replacement Plan: GLOBE Charter School will determine details of teacher-pupil contact hours. Hours will meet or exceed the current requirements in the statute.

Rationale: Colorado Springs District 1 1 has granted to the Board of Directors of GLOBE Charter School the authority to determine the educational program and textbooks to be used in the school. The District 1 1 Board retains the right of final approval of the educational program through this Charter School Agreement.
Replacement Plan: GLOBE Charter School's curriculum is evaluated annually by the School Accountability Committee in reference to the USIP and by the Building Leadership Team. If problems are identified, processes are in place to replace curriculum.

Rationale: GLOBE Charter School should be granted the authority to hire teachers and principals that will support the schools goals and objectives as well as the vision/mission. The Director of Education/Principal does not function as a traditional district school principal, but will be responsible for a wider range of tasks and act as the school's Chief Executive Officer. The school will seek to attract Directors of Education/Principals and teachers from a wide variety of backgrounds, including, but not limited to, teachers from out-of-state, persons with several years experience, as well as persons with business or professional backgrounds. All employees are "at-will." All employees will meet Federal Highly Qualified Requirements.
Replacement Plan: The school will, as appropriate, hire certified teachers and principals. However, there may be circumstances where the school should be able to hire Highly Qualified teachers and/or Administrators without a certificate and who possess unique background skills that fill the need of the school.

Replacement Plan: GLOBE Charter School has teacher agreements with terms of non-renewal and renewal of employment and payment of salaries upon termination.
